Meta-PDM: 283 PDM regulations in one model

Municipal master plans in force, article by article, with the published amendments, the zones and, for 90 plans, the rules with quotations, in one record per municipality.

About this publication

The regulations of 283 municipal master plans (PDM) in force, the 278 of mainland Portugal and 5 in the Azores, in one machine-readable model: consolidated text with the published notices, a stable identifier per article, paragraph and point, the zones of the land-use map and, for 90 plans, rules with quotations. How it was built, how it was checked and what still fails.

The housing calculator: how much prices fall with more homes

How many more homes, how much cheaper: the calculator starts from the 2024 building rate, applies the Portuguese elasticity and shows every step of the sum. Not a forecast: arithmetic on a published study, with its limits stated.

About this publication

If Portugal builds more homes a year, how much do prices fall? A calculator with the whole sum in sight, on the elasticity measured across Portuguese municipalities (Ribeiro, Vilares and Carvalho, 2025), and the comparison with short-term rentals and foreign demand.

The housing crisis in Portugal: the numbers and a plan

The causes of the crisis, the empty homes and the proposals to raise supply and support those who earn less.

About this publication

About 300 thousand homes are missing and 723 thousand stand empty, but only part of them is habitable and where there is demand. The numbers checked in the official sources, what happened between 2023 and 2026, what other countries did and what it cost them, what helps those who earn less, and a ten-year plan with targets and costs. 15 charts, all sources.

RJUE, article by article

A tree to navigate the laws that govern building in Portugal and how they changed over time.

About this publication

From the Constitution to the municipal regulation: the 13 branches that govern what gets built in Portugal, as a linear tree, with the status of each legal instrument confirmed in the Diário da República — and an interactive timeline: drag the slider from 1951 to 2026 and the tree reacts, including what changes on 1 October with the new RJUE. With an unprecedented cross-check: which regulation is cited by each unit of works.

The Boeing 777 of construction — why it does not yet exist

What construction can learn from the production chains of other industries.

About this publication

How aerospace, the car industry, semiconductors, logistics and cinema integrated their chains — open standard, someone with the contractual power to impose it, a product that repeats — and the test construction fails: no building in the world has its process documented and its as-built model publicly accessible. The closest cases, why FM models stay closed (it is not the vendors), and what can be mirrored without turning the site into a factory.

Millimetre accuracy — what the studies actually measure

The gap between the accuracy announced by the instruments and the error measured in BIM models.

About this publication

Marketing promises millimetre laser surveys; the studies that validate point clouds and BIM models against independent measurements find centimetres — and the standards themselves (USIBD LOA) specify in bands of 15–50 mm. Where the millimetre is real, where it is nothing but a datasheet, and what to demand in tender documents instead of the word millimetric.

About this publication

Eleven sources that the answer engines (ChatGPT, Claude, Gemini, Perplexity, Copilot) read for construction questions in Portugal, audited on five retrieval signals: Common Crawl, llms.txt, robots.txt, sitemap and structured data. Round 0: ten of the eleven are in the corpus — and the only one missing has the best-kept door of them all.

How much does a cooperative home really cost? MOME vs. the market and vs. the international literature

The price of cooperative housing compared with market listings and with studies from other countries.

About this publication

The "20% below market" promise of the MOME cooperatives (Gaia and Porto), measured for the first time against real listings — and set beside what the studies from other countries measure: Vienna −25%, Zurich −36%, Barcelona −45%, Uruguay −38%, US −51%. Where the discount is large, it is the land, the profit and the scale that get cut — not only the tag.

Anatomy of a case in e-ehitus (Estonia)

How a digital permitting case works in Estonia, and which data other countries open.

About this publication

What a permitting case is when it is, seriously, digital: in Estonia, every document belongs to a numbered procedure with a published authority, manager, status and duration — hanging off a public building down to the geometry. And a tour of the world with real samples of each dataset, checked against the requirements of the EPBD logbook: every country has opened one layer — nobody has yet the complete logbook the law asks for.

The digital building logbook — the European directive, the BIM mandate and where the value appears

What the digital building logbook is and how it relates to European regulation and to BIM.

About this publication

Directive (EU) 2024/1275 (EPBD) defines it — but does not make it mandatory ("caso exista", "should it exist"). It is Portugal's 2030 BIM mandate that will populate it by law. The economics of the Commission study, the French, Flemish and Estonian models, and the map of who awards the most works in Portugal, built on the open data of the Portal BASE.

The problems of LOD — and why procurement uses LOIN

Why an LOD level is not enough to contract information, and what LOIN specifies.

About this publication

The 100–500 scale is a good common language and a bad contract clause: one number per element does not say for what use, is not validated by machine and has no place for documentation. What EN 17412-1 puts in its place — and the Portuguese advantage of arriving late.
